Context
The Partners for Resilience (PfR) is
an alliance of five humanitarian, development and environmental
organizations bringing together
knowledge and expertise in the field of disaster risk reduction (DRR),
climate change adaptation (CCA) and
ecosystem management and restoration (EMR). The PfR
consist of the NLRC, CARE Nederland,
Cordaid, Red Cross/Red Crescent Climate Centre and
Wetlands International. The alliance
partners accompany their local partner institutions in the
implementation of the programme. The
alliance is managed by a Steering Group (SG) and a
Programme Working Group (PWG);
composed of representatives of the alliance members. The SG
tracks progress and takes major
decisions on overall PfR strategy, partnership and budgetary issues,
while the PWG is responsible for
overall coordination and implementation of the programme, provision
of guidance to country programmes and
formulating recommendations for SG on overall strategy,
outcomes and resources changes.
Founded in 2009, the PfR developed the
five year programme “Climate-proof Disaster Risk Reduction”
that aims to reduce the impact of
natural hazards on the livelihoods of 400.000 vulnerable people in
nine countries: Ethiopia, Guatemala,
India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and
Uganda. PfR is implementing its
programs in the period 1 January 2011 to 31 December 2015. The
NLRC is lead applicant and
contract-holder for the programme vis-Ã -vis its key donor, the Netherlands
Ministry of Foreign Affairs under its
MFS-II grant facility.
An important component of the
programme is the PfR overall Learning Agenda and the specific
learning objectives as have been
formulated by the Programme Guidance Committee. The alliance
partners, all with different
backgrounds, can mutually reinforce each other’s activities. Furthermore
they will involve other relevant
stakeholders at different levels.
The PfR approach is that through the
alliance different agencies and actors are able to learn about
how to link DRR-CCA-EMR through
utilizing the various strengths within the alliance, able to develop
strategies to achieve this at local
level that bring positive impact at community, CSO and institution
level, and to leverage support to
expand the learning and practices.
Purpose of the
position
The position includes two main
responsibilities: Coordination and Linking & Learning
1) Coordinaton:
The PfR programme manager is
responsible for the coordination of the implementation of the PfR
programme in Indonesia.
2) Linking &
Learning:
The PfR programme manager is
responsible for coordinating and facilitating the Linking & Learning
(L&L) component of PfR in
Indonesia.
Position in the
organisation
The PfR programme manager Indonesia
reports in line to CTNL with copy to the PfR Country
Representative of NLRC in Jakarta,
Indonesia, who holds formal responsibility. The PfR programme
manager Indonesia will receive
organizational and coordination support from the overall PfR
Coordinator in the Netherlands (CTNL),
who is responsible for the global co-ordination of the PfR
programme.
In turn, the PfR programme manager
will provide direction and support to the PfR alliance partners in
Indonesia. He/she will be based in
Kupang, close to the implementation site of NTT Province. This will
facilitate closer monitoring of the
program, easy access to the local implementing partners and a more
dynamic interaction regarding the
issues that are aimed to make the individual partners function as an
alliance: the integration of the three
strategic directions (DRR, CCA and EMR), and the ability to share,
learn and scale-up.
Responsibilities/ Key
Tasks
The PfR Programme manager will have
leadership skills as well as coordination skills. It is someone
with a clear strategic vision on the
integration of approaches (Ecosystem & Climate Smart DRR) and
overall goals of the program and has
expertise in strategically leading multi partner programs. Below a
number of the key tasks are explained.
Coordination
- Strategically lead overall programme
implementation and guide the alliance partners and their
implementing partners towards coherent
and integrated programme implementation;
- Ensuring appropriate coordination
and effective liaison with all stakeholders;
- Calls for and leads regular meetings
for the alliance partners;
- Coordinate with the CTNL and the
alliance partners to evaluate programme and staff capacities of
implementing partners and the quality
of services delivered;
- Organise and coordinate evaluations
and audits;
- Coordinate the design and
implementation of the alliance’s joint activities ;
- Effectively overseeing, developing
and managing the relations of the alliance with external
stakeholders;
- Formulate and manage contracts and
working agreements for PfR;
Reporting
- Provide timely and appropriate
reporting to CTNL;
- Compile, annual plans and reports as
well as any other reports required by CTNL;
Representation
- Ensuring visibility of the
programme;
-Represent the alliance to government
and other stakeholders and in relevant regional networks;
Linking &
Learning
-Map various partner / community
interventions and approaches at the NTT level to be able to support
linking efforts between communities,
partners and stakeholders at all levels;
-Monitor the operating environment and
advise teams on developments or issues to be considered;
-Represent the alliance and
implementing partners to government and other stakeholders;
-Document practices, innovation and
learnings from the linking and learning agenda;
-Harmonize local L&L efforts with
developments at national;
- Identify good practices, learning
opportunities, lessons from intervention & approaches, and
challenges of programme
implementation;
- Coordination of local joint
activities;
- Harmonizing linking and learning
efforts;
- Facilitate implementation and
document appropriate media to disseminate practices and lessons
between all partners;
- Coordinate, consolidate, document,
share partners’ cross visit reports;
- Support partners in joint advocacy
efforts;

Requirements
Profile of the PfR
programme manager:
- Master degree in Social Science or
other relevant field;
- At least 5 years’ experience in
development cooperation and extensive field experience,
- Capable to support a programme to
run effectively and able to deal with complex partnerships;
- Proven experience of large-scale
programme management including narrative and financial
reporting, financial management,
budget preparation control;
- Relevant experience in developing
and managing DRR/CCA/EMR programmes in Asia;
- Experience in L&L;
- Experience in participatory planning
and review techniques;
- Strong capacity building,
communication and facilitation skills;
- Strong interpersonal skills;
- Fluently in spoken and written
English;
- Fluent in spoken and written Bahasa
Indonesia
- Practical knowledge of computer
Skills (Microsoft Office, Winpaccs, graphical programmes).
