Requirements
Job Purpose
To develop and deliver robust manpower and / or equipment plans for the Heathrow ground resource areas in all terminals.
Plans should meet the requirements of the operating schedule while satisfying legal, industrial, infrastructure and cost constraints.

Indirect: Planning Responsibility for up to 1,000 MPE of Heathrow Ground Staff plus the Heathrow Equipment portfolio
Responsibilities
Principal Accountabilities
Using data modelling tools, provide Heathrow Operational management with 2-year resource scenario plans that reflect the latest assumptions on working practice, staff agreements and business change.
Ensure that key input variables (e.g. check-in channels, baggage ratio's, stand plan variability) are regularly reviewed and analysed to provide GRP's data models with the latest known assumptions.
Develop and implement resource plans that capture the key business changes necessary following the transition to Terminal 5 by working closely with the terminal management teams, Process Engineering and Business Performance.
Provide monthly, weekly and daily plans that can be used by line managers to predict levels of operational risk based on known demand inputs, e.g. passenger/baggage volumes.
Integrate non-operational manpower requirements (i.e. training, sickness, leave, offline) alongside the operational requirements to deliver a single, central manpower plan for each Line area
Provide monthly, weekly and daily manpower plans that are supply feasible and can be delivered within acceptable levels of overtime and staff levels by grade and contract type.
Build strong working relationships with all key stakeholders within Heathrow and related areas (e.g. Finance).
Manage the seasonal roster planning process, develop and manage the project plan for all roster activities and ensure key milestones are delivered on time.
Work closely with line and trade union representatives to ensure rosters meet local agreements and health and safety requirements.
Develop, deliver and gain approval for annual financial plans according to the corporate budgetary time-scales using current resource planning modelling tools.

Strong numeracy and analytical skills with ability to refine and analyse large amounts of complex data into simplified form ·

Pro-active approach to problem solving, e.g. pre-empt problems using effective decision-support tools
Being prepared for strong challenges of your work outputs and able to provide clear and concise explanations
Strong communication and presentation skills to promote the need for change and ensure buy-in
High degree of computer literacy ranging from standard desktop products to the development of specialised resource planning/reporting systems.
High level of Excel capability essential.
Ability to influence and negotiate with internal and external departments up to Director level.
The ability to handle setbacks and remain focussed on the task in hand.
Resilient and highly motivated self-starter.
Experience (On the job)
 
Planning background ideally within a Customer Service/Operational area
Proven ability to analyse data and make clear recommendations to Line Managers
Experience of working in a constantly changing business environment with ability to initiate change
Proven ability to build and maintain strong relationships with Line customers up to and including Senior Manager
Demonstrated ability to manage ambiguity balancing the often-conflicting demands of planning efficiency and need to protect operational performance
Expertise (specialist knowledge)
 
Understanding/experience of the airport operating environment.
Knowledge of relevant ground staff industrial agreements.
Extremely capable with PC/software packages and communication – modelling skills desirable
